Estonia has been recognized
as a country that has great cybersecurity. A global heavyweight in
cybersecurity even. Prior to 2007 attacks, cyber attacks weren’t takes
seriously as an actual threat to the state or citizens. After the attack there
was much to learn from the experience, which helped Estonia to get somewhat of
a lead in the field. Ten years after the event, Estonia had started to advise
other countries about cybersecurity. The country has developed training and
cooperation with Luxembourg, Austria, South Korea and NATO.
According to Klaid Mägi, former
head of the Incident Response Department, Estonia’s preparedness to handle
cyber crises has significantly increased over the past decade. The country has
created intrusion detection and protection systems, practiced cooperation with
public and private institutions, significantly contributed to the awareness of
users and is participating in international co-operations. This shows that the
technological aspect of „Mitnick formula“ has certainly improved. Since this
statement from Klaid Mägi is from 2017, I’m certain that those systems have
gotten even better.
Locked Shields is an
annual scenario-based real-time network defence exercise, which focuses on
training security experts who are working on national IT systems. In this event
teams are have to maintain networks and services of a fictional country. Including
incidents handling and reporting, solving forensic challenges, legal and
strategic communication. Mägi also said that Estonia invests into the security
of essential services and e-governance and systematically raises public cyber
security awareness and competence. This can also be seen in schools. More schools
are teaching about behaviour online and possible threats on the web. In my
school I only heard about such topic in gymnasium and it was more of a survey
than learning. It’s great to see this being improved, considering that younger
kids are online and should have some knowledge about this.
Since the use of computers
and overall internet has significantly grown, and continues to grow, there have
been changes regarding rules. More users means more people are trying to
achieve something by breaking the rules or finding loopholes. This way policies
and rules can be improved.
